Shepherd appointed to Ministry of Defence Framework

Shepherd Construction has been named as one of five companies appointed for the design and build of up to £250 million worth of MOD construction projects in the East Midlands and Eastern England region. The Framework covers an area spanning Lincolnshire to Essex and has been awarded by The Defence Infrastructure Organisation (DIO).

The contracts have been awarded for the Regional Capital Work’s Framework East Midlands and East England. The framework will provide a sustainable pipeline of design and construction one-off projects for the MOD in the region.

Peter Bates, Business Director at Shepherd Construction attended a special ceremony in London to sign ‘Partnering Charters’ which set out a number of principles and behaviours to promote effective joint working.

Shepherd is one of five successful framework contractors who can be used by the MOD in the region over an initial four-year period, with the option to extend by up to a further three-years. The procurement of five additional Regional Frameworks and one National Framework is now expected to follow.

Peter Bates commented: “We are delighted to have been appointed to the Framework. The MOD provided considerable growth for Shepherd throughout its formative years. Our return to the core defence market has been concluded this week with confirmation that we have been selected for the first of the MOD regional frameworks to conclude its procurement process.”

The Regional Capital Works Framework for the East Midlands and Eastern England will operate alongside the National Capital Works Framework which will be used for projects worth up to £50 million.

Under the aims of the Government Construction Strategy, the Framework will introduce the use of Building Information Modelling (BIM) and the nec3 form of contract. They will champion prompt payment principles through the use of project bank accounts and other initiatives, as well as incorporate effective performance management, continuous improvement and benchmarking arrangements.

Matt Foley, the Head of The Next Generation Estate Contracts, said: “DIO has worked hard to attract the best companies into the procurement process, whether as potential main contractors or subcontractors, and has rigorously evaluated the bidders’ ability to deliver a wide range of potential defence projects. I am confident that these companies are now ready to deliver the construction work the defence frontline requires.”
